Public Hearing on the Proposed 2023-2024 Budget
09/11/2023
The Osmond Board of Education Public Budget Hearing commenced at 7:03 pm, Monday, September 11, 2023, in the school multipurpose room.
It was moved by Reikofski, seconded by Rice, that it is hereby determined that this meeting was preceded by publicized notice in the August 30, 2023 issue of the Osmond Republican and is hereby declared to be duly convened in open session. Members present and having voted in favor of the motion, the same was declared passed and adopted and the following proceedings were had and done at said meeting in open session. A copy of the open meetings act was posted in the building.

The Pledge of Allegiance was recited.
The hearing was opened for the purpose of hearing support, opposition, criticism, suggestions, or observations of taxpayers relating to adopting the 2023-2024 budget.
Superintendent Bremer shared information and visited with the board regarding the budget and the rationale behind the different budgeted expenditures.
The Budget hearing was adjourned at 7:12 pm.

Public Hearing on the 2023-2024 Final Tax Request

The Osmond Board of Education Public Hearing on the 2023-2024 Final Tax Request commenced at 7:13 pm.
The hearing was opened for the purpose of hearing support, opposition, criticism, suggestions, or observations of taxpayers relating to settling the final tax ask request for the 2023-2024 school year.
Superintendent Bremer shared information and visited with the board regarding the tax request and the rationale behind the final tax request.
The Final Tax Request hearing was adjourned at 7:17 pm.
The meeting went into a short recess, to later reconvene with the regular board meeting.

Regular Meeting
9/11/2023
The Osmond Board of Education Regular Meeting convened at 7:30 pm.
Patron Input: President Moes recognized Regina Lorenz, Mr. Guenther, Mr. Wright, John Aschoff, Alan Steinkraus and Mrs. Bartels as guests in attendance, and excused absent board member Krohn.
It was moved by Gansebom, seconded by Koehler, to approve the consent agenda as presented.
For: 5 Against: 0
Principal Polt reported on: 1) Homecoming activities beginning the week of Sept. 25th, including spirit week, pep rally, football parents night, coronation, pictures and dance; 2) the K-12 drills that have occurred, to include tornado, fire and bus evacuations; 3) parent teacher conferences scheduled for Oct. 9; 4) the end of the first quarter on Oct. 12th, with report cards being mailed the following week; 5) a Sept. 13th teacher in-service to work on the PBIS process with ESU 8; 6) noted that the FFA members will attend Husker Harvest Days in Grand Island on Sept. 13th; 7) provided an update on the Safe2Help program; 8) the Senior internships on Fridays; 9) the JV football schedule; 10) play production being placed in class D-2; and 11) made a recommendation to not enter into a football co-op with Randolph schools in the best interest of OCS students and longevity concerns.
Athletic Director Guenther provided a co-op update with Randolph schools from his perspective regarding practice time, school schedules and logistics.
Superintendent Bremer reported on: 1) the hiring of Emilie Harrison as the new choir piano accompanist; 2) the NASB State Conference in November; 3) the recent ESU 8 visit; 4) the upcoming Rule 10 safety visit; 5) the Lewis & Clark Conference meeting; 6) provided daycare & preschool updates; 7) recapped the recent NASB regional meeting; 8) spoke about current and long-term planning for the board; and 9) noted he is in agreement with Principal Polt to not move forward with a football co-op with Randolph schools at this time, noting it would be in the best interest of OCS students.
BOARD COMMENTS: 1) President Moes spoke about the recent NASB area meeting in Norfolk; 2) noted he would like to invite city council members to an upcoming meeting; and 3) members spoke about sessions at the NASB meeting they thought were beneficial.
OLD BUSINESS: None
NEW BUSINESS: It was moved by Reikofski, seconded by Koehler to have a girls’ wrestling program for the 2023-2024 school year and that the program be evaluated at the end of the season with a decision for continuation to be determined by the end of the school year.

It was moved by Gansebom, seconded by Rice that pursuant to Section 5 of 2023 Neb. Laws 243 Osmond Community Schools adopts the Resolution to increase to the school district’s overall property tax request authority by up to an additional seven percent above the base growth percentage, or other maximum amount as permitted by law. The Superintendent or designee is hereby authorized and directed to take any action consistent with this Resolution to ensure that the school district’s overall property tax request complies with this Resolution.

It was moved by Rice, seconded by Reikofski, that Osmond Community Schools adopts the 2023-2024 budget as proposed.

It was moved by Gansebom, seconded by Koehler, that Osmond Community Schools sets the 2023-2024 Final Tax Request for the General Fund in the amount of $3,117,666; and the Special Building Fund in the amount of $101,414; and the Qualified Capital Purpose Undertaking Fund (QCPUF) in the amount of $95,960.

It was moved by Gansebom, seconded by Reikofski, that Osmond Community Schools enter into a two-year football co-op with Randolph Public Schools beginning with the 2024-2025 school year as the Hawks.

The meeting was adjourned at 9:03 pm.
